Carl DeMaio knows how to reform government - and he has built an entire business and a political career on making broken government programs work again for the people.

At the age of 23, Carl DeMaio started his first company -- the Performance Institute -- to provide training and consulting solutions to help financially-troubled government entities cut costs while improving performance. DeMaio turned his business success into a life-long crusade to improve the performance, transparency, efficiency and accountability of government at all levels.

DeMaio won a seat on the San Diego City Council in 2008 -- and helped turn that city around from the brink of bankruptcy through his "Roadmap to Recovery" reform agenda.

DeMaio is now tackling state-wide fiscal reform policy in his new role as Chairman of Reform California. DeMaio is also continuing to speak out on local issues, as co-host of his daily news and talk show in KOGO-AM 600.

Turning Around San Diego - Author of the Pension Reform Initiative

DeMaio’s work began in a “watchdog” role, as he helped uncover the fiscal crisis in the City of San Diego. After years of financial crisis, draconian service cuts, crumbling roads and infrastructure, and little action by city leaders on a host of pressing problems, DeMaio stepped forward with a comprehensive "Reform Agenda" to fix the problems.

DeMaio advanced reform through a variety of ballot measures – gaining voter approval of measures to subject city services to “competitive outsourcing,” ban discriminatory union-only hiring deals known as Project Labor Agreements, and converting the city to a Strong Mayor form of governance.

While on the City Council, DeMaio led the effort to cut red tape on small businesses, reform the city’s contracting processes to expedite infrastructure projects, and enact some of the toughest “Sunshine Law” open government requirements in the nation.

In 2012, DeMaio crafted and led a citizens campaign to qualify and pass the “Comprehensive Pension Reform” Initiative – the first-of-its kind measure to switch San Diego from a Defined Benefit Pension Plan to a 401(k) retirement program. DeMaio’s measure also figured out how to legally reform “vested” pension benefits for existing employees by freezing pensionable pay and ending abuses such as pension spiking.

Overcoming Childhood Adversity to Achieve Success in Business

Carl DeMaio is no stranger to adversity. Carl's mother passed away two weeks after his father abandoned the family. At age 14, Carl was taken in by Jesuits and given the opportunity to earn his way to Georgetown University. DeMaio worked two jobs through college, completing his degree early.

By age 30, DeMaio had founded two successful businesses. In 1998, he founded the Performance Institute and built the organization into the largest government reform think tank in the nation and the leading authority on performance-based management in government, law enforcement, non-profits and schools.

In 2003, DeMaio founded the American Strategic Management Institute (ASMI), which provides training and education in corporate financial and performance management. In late 2007, DeMaio sold both of his companies – though he continues to serve as a “Senior Fellow” advising on policy issues.

Our speaker this month is James Makshanoff, a 24-year veteran of city administration in four cities, most recently Azusa, before taking over his position as San Clemente’s City Manager in September, 2014.  He holds a Master of Public Administration and a Bachelor of Science in Political Science/Public Administration from California State University at Long Beach ​University at Long Beach.  He has been 'vacationing' at San Clemente State Beach since he was two years old.
There are many issues facing our fair city, and he welcomes your questions.  Are you wondering about the latest information on the Toll Road? San Onofre Power Plant?  Proposed Outlet Signage?  Sober Living Homes?
​Bring your ideas and enjoy the discussion.

A Lively Panel Discussion is planned for our March SCARWF General Meeting when we invite young Republicans from groups including Turning Point U.S.A. and Orange County College Republican Presidents and members at University of California Irvine, Orange Coast College and California State Fullerton. 
These students will discuss conditions on campus threatening free speech, the methods being used to discourage and harass Conservative groups on campus and in the classrooms. The Panel will address the controversial events occurring at the Orange Coast College and California State Fullerton.
Turning Point members will discuss its mission to identify leftist Professors and instructors on college campuses and to promote Freedom of Speech, Capitalism and work for Small Government.  
Paula Prizio, Chairman Youth Advocacy CFRW will accompany the students and be available along with the students for a Q & A session at the conclusion of the panel presentation.

​Jim is the recipient of one of the nation's highest civilian awards - for VALOR, in Cambodia.  Jim Held the very highest levels of TOP SECRET security clearances with code word access to sensitive compartmentalized intelligence.  Jim has worked in embassy and VIP security, counter-intelligence and, counter-terrorism where he made American embassies safe from terrorist attacks.  Jim serves as an informal advisor to the Intelligence Divisions of the Riverside and San Bernardino sheriff’s Departments.   Jim will provide an update on the world of Islamic expansion and terrorist colonization of America, and spread of ISIS. Steve spends his time working with different groups to stop the spread of Shariah here in the United States.  He lectures throughout Southern California educating people on the Muslim Brotherhood, their front organizations and their methods in attempting to take over Western Civilization.
He is a veteran of the United States Coast Guard and holds a degree in Chemistry.  For over 30 years he ran the Thermophysical Nuclear Properties lab of a large defense contractor.  Now he spends all of his time educating the American public on the threat of Sharia.

​
Colonel Chené graduated from California Polytechnic State University at San Luis Obispo, CA in 1982.  After completion of the Officers Candidate School he was commissioned a Second Lieutenant in December 1982.  After completing The Basic School and the Infantry Officers Course, he reported to 3rd Battalion, 7th Marines at Camp Pendleton, CA.  From 1983-1987 he served as a rifle platoon commander, Dragon’s platoon commander, company executive officer and H&S Company Commander while executing two unit deployments in the Pacific and was selected as an exchange officer with 45 Commando, British Royal Marines in Norway.

The Honorable Anna Bryson, Former Trustee, Capistrano Unified School District from 2007 to 2014 voted to return $85 million dollars to the tax payers of South Orange County.  During her term in office, CUSD became the highest performing large district in California.
She attended 4 national Republican Party conventions, one as an alternate delegate for Bush and in Ohio for Donald Trump as an Alternate Delegate.  

Anna has a long Orange County Republican Party history of dedication to conservative values.  She was President of our own Laguna Niguel Republican Women Federated three times, 1999, 2000, and 2001.  She then served as President of the Orange County Federation of Republican Women from 2002-2003.

Michelle Balconi
Michelle Balconi is an author and speaker committed to connecting adults  and children with economics.  She collaborated with well-known Reagan administration economist Dr. Arthur Laffer on her first book, Let's Chat About Economics.  The illustrated book, written about in Kiplinger  and US News, introduces four economic conversation starters for families and includes whimsical graphs and defines real terms.  
Mrs. Balconi presents  to groups of children, adults, teachers and business leaders on how and why to talk about economic decisions on a daily basis.  Let's Chat About Economics is being used in elementary schools, and programs emphasizing financial literacy and entrepreneurism.   A graduate of California State Fullerton, she worked in marketing communications with investors and engineers of early-stage technology companies.
 Mrs. Balconi and her husband recently returned to Orange County with their two children after living in Boston and Detroit for the past 16 years.

Fred Whitaker
Chairman – Republican Party of Orange County

Fred Whitaker is a husband, father, businessman and community volunteer. His desire to serve the Party springs from a deep devotion to Orange County and his commitment to keeping our community a wonderful place to live, work and raise a family.
Since he was a young man, Fred’s belief in individual liberty, limited government and a free market, inspired him to devote time and talent to Republican Party causes. He served as Second Vice Chairman of the Republican Party of Orange County from 1995-1998, and again from 2005-2007, and then as First Vice Chairman from 2007–2011.
Fred has been elected seven times by the residents of Orange to the Republican Central Committee from the 60th and 68th Assembly Districts. He is the Managing Partner at the law firm Cummins & White, LLP, a Newport Beach based firm where he specializes in corporate counsel, business transactions, real estate and estate planning.

Our February speaker is a long-time member of the OCGOP, currently chairman of the College, High School and Young Republican groups.  She has served in many capacities within the OCGOP including Parliamentarian, Legislative Liaison, President, was Volunteer of the month and of the year, and Convention Chairman. In addition she was the President’s Advisor of the Tustin Area RWF, CRP Co/chair for Volunteers at the 2013 Convention, was Membership Promotion Chair of CFRW, worked as a Delegate for Senator Mimi Walters, was appointed to the GOP Initiatives Committee, was Campaign Chair for Tom Del Beccaro, worked on Tustin Area 2012 membership, was the Orange Street Fair Chairman and Holiday Fantasy Co-Chair, has worked as a volunteer at the Precinct, Headquarters, and OC Fair registering voters.  She is a Freedoms Foundation Life Member and a member of Pro America 2005-2011 1st VP Program and President.
​

She is active in the California Republican Party as well as the Orange County Republican Party.  She volunteers for Living Well, a women's crisis center and helped coordinate events for the center, including the Living Well Tea, the Walk for Life and a Banquet where guests view a live sonogram.  In 2009 she ran a successful bake off competition for her church called a Taste of Covenant.  Proceeds went to disaster preparedness.

As a first generation Iranian‐American, Dr. Nikan H. Khatibi's parents fled Iran in 1979 following the fall of the Shah, where his father served as an Admiral in the Imperial Navy and policy adviser. 
Dr. Khatibi has had rare access to key U.S. leaders and former members of the
Shah's administration and will be presenting his research and perspective on the Iran Nuclear Deal.
